Procurement Director

PRIMARY PURPOSE:

Responsible for the oversight, strategic planning, and day-to-day operations of the City's centralized procurement system. Conducts competitive bidding processes, including the preparation of specifications, analysis of bids, and awarding of contracts in accordance with the City's code of ordinances and applicable laws. Develops, reviews, enters, terminates and endorses all applicable contracts that are not exempt from ordinance. Responsible for all inventories including the main warehouse consisting primarily of line stock for the City's electric and water utilities. Supervises the Assistant Director in relation to procurement matters. Responsible general oversight and strategic planning for the facilities operations department. Supervises the Facilities Operations Superintendent in relation to facilities matters.

DESCRIPTION OF WORK: ESSENTIAL JOB FUNCTIONS

  1. Plans and assigns projects so that the deadlines set by the city are always met in a cost effective manner.
  2. Analyzes obstacles and impediments and takes necessary action or seeks direction to overcome their effect on goals to be achieved.
  3. Performs an annual review of departmental operations and procedures.
  4. Prepares operating and capital budgets, subject to adoption and periodic changes by the City Council, that anticipate departmental needs within the context and limitations of the city's financial capabilities.
  5. Anticipates long-term budgeting needs in a realistic fashion, which will allow for appropriate planning and projection of financial resources.
  6. Routinely monitors, analyzes, and anticipates legislative and regulatory changes that could have a significant impact on the department.
  7. Ensures that the staff is appropriately cross-trained so that absences do not impact the level of customer service provided.
  8. Offers training classes for those learning to use City procurement software. Classes are offered on an individual or "as needed" basis.
  9. Ensures that all formal, informal, RFP, RFQ, and surplus bid procedures are followed and that appropriate documentation is maintained.
  10. Chairs all selection committee activities for the procurement of consultants' services and other type services and establishes procedural rules so long as they are not inconsistent with the City's ordinance, state, or federal law. Creates or assists in Request for Proposals development.
  11. Advises and informs department heads of items available through cooperative procurement agreements in an effort to purchase items at the lowest possible price.
  12. Provides a variety of technical and specialized support for projects as assigned by the ACAO or CAO.
  13. Responsible for all surplus sales and transfers.
  14. Recommends and participates in the development or revision of the City's code of ordinances in regard to procurement and policies.
  15. Develops, writes, and reviews all memos, letters, contract extensions, etc. that can be used as legal procurement documents.
  16. Recommends short and long term organizational goals, objectives, policies, and operating procedures, monitors and evaluates operational effectiveness, effects agreed upon changes required for improvement.
  17. Reviews all departments' annual capital budgets and performs market and periodic analyses on all budgets at the request of the ACAO.
  18. Reviews all contracts, minor and major, that are not exempt by ordinance, coordinates contract compliance, change orders and problem resolution in conformance with contract law, and consults with legal counsel as required.
  19. Establishes and makes bidding procedure decisions and bidding methods for individual purchases. Provides direction/counsel for all internal sourcing and procurement decisions.
  20. Acts as the Program Director for the Procard program , $1,000,0000 annually; which involves contract compliance, administration, audit and reporting
  21. Provides oversight for the Facilities Operations department.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  1. Ability to interact with all organization levels, such as employees, supervisors, managers, department heads, general public and elected officials.
  2. Ability to to supervise and manage all aspects of procurement related services.
  3. Comprehensive knowledge of purchasing and bidding processes.
  4. Ability to develop processes, performance standards and monitoring activities.
  5. Ability to communicate effectively with department heads, vendors, elected and appointed officials, both orally and in writing.
  6. Ability to simultaneously manage multiple projects or programs.
  7. Ability to read, analyze and interpret laws, rules, regulations and procedures
  8. Ability to create and/or foster a leadership environment that is conducive to teamwork and demonstrates a genuine concern for the personal development of the employees the position supervises.
  9. Ability to establish and maintain effective working relationships with fellow employees and members of the public.
  10. Ability to work independently without direct supervision.
  11. Ability to exercise initiative and judgment in planning and organizing workload, completing assignments and handling routine work problems.
  12. Ability to compile and tabulate statistical data and prepare management reports and summaries.
  13. Comprehensive knowledge of regulations affecting the procurement process.
  14. Skill in negotiating contracts and price reductions.
  15. Capable of using a computer, software, including spread sheets, telephone, and other office equipment.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Graduation from an accredited four-year college or university with a degree or major course works in business, supply management, public administration or related field required. Must have a minimum of six (6) years of progressively responsible procurement experience, including a minimum of three (3) years managerial experience, preferably in governmental procurement. Professional credentials of CPPO, CPPB, CPSM, or NIGP-CPP desirable. Familiarity with electronic procurement software and ERP systems for purchasing and inventory control preferred.

PHYSICAL REQUIREMENTS

Performs duties requiring employee to talk, hear, stand, walk, sit, use hands to feel or operate objects, tools or controls. The employee must occasionally lift and/or move up to 25 pounds. Vision abilities required to use close and distance vision, color vision, depth perception, peripheral vision, and ability to adjust focus.

LICENSING/CERTIFICATION

Valid Driver's License.

WORKING CONDITIONS

Work is performed mostly in an office setting. Some outdoor work is required in the inspection of construction sites and project meetings.
