Municipal Court Administrator

SUPERVISION: Coordinates activities with the Municipal Judge and Chief Administrative Officer.


PRIMARY PURPOSE: Responsible for all administrative duties associated with the municipal court function, and coordination and final disposition of court cases. Supervises the Assistant Court Clerk and manages the Traffic Violations Bureau.


DESCRIPTION OF WORK:


  1. Receives all municipal court violations and enters all pertinent information into "Show Me Courts" computer system.

  1. Maintains all files relating to the municipal court operation.

  1. Prepares monthly OSCA reports and Court en Banc DWI reports.

  1. Is the primary contact for annual City audits, and for any state level audits that may occur. Works closely with auditor(s) and corrects any deficiencies.

  1. Maintains and balances all bank accounts associated with court operations.

  1. Takes payment of fines, balances court receipts and processed bonds. Responsible for completing end of month and end of year financial procedures.

  1. Records disposition of court cases.

  1. Maintains all related court files and acts as custodian of court records for subpoena and certification requests.

  1. Responds to inquiries from the public and defense attorneys, and works closely with the prosecutor, judge and police supervisors on a variety of court related matters and completes actions as directed by the Court.

  1. Issues warrants for arrest and requests cancellation of warrants as appropriate.

  1. Orders warrants, summons, prior conviction reports, and court dockets. Reviews information for accuracy and corrects as needed prior to distribution to Municipal Judge, Prosecuting Attorney, and police department officials.

  1. Prepares court docket and files for each court session.

  1. Maintains online payment information and generates reports as needed.

  1. Issues court summons for failure to appear and subpoenas for witnesses who are to testify at trials.

  1. Records court actions and files necessary reports for forwarding to State of Missouri and/or Louis County.

  1. Prepares all documents for the filing of appeals in the St. Louis County Circuit Court.

  1. Prepares reports regarding number of cases handled, court receipts, etc. for the City of Kirkwood as needed.

  1. Maintains the City website's Court page to ensure information is correct and up to date.

  1. Makes decisions within limits of authority and in compliance with Federal, State and local laws, follows department policies, and supervisory guidelines regarding proper course of action.

  1. Attends weekly court sessions as required and performs all duties related to court attendance, such as collecting fines, accepting all bonds from police department and processing of appearance bonds.

  1. Ability to work without supervision.

  1. Attends meetings appropriate to position outside of the agency (OSCA and MSLACA court meetings, etc.)

  1. Personal Conduct – Display conduct on and off duty that holds a positive and professional image within the department and the community. Abide by the Supreme Court Code of Ethics and Cannon of Ethics.

  1. Prepares and administers City Council/City Clerk Budget on an annual basis.

QUALIFICATIONS REQUIRED:

SKILLS, KNOWLEDGE AND ABILITIES:


  1. Proficient in "Show Me Courts" software.

  1. Ability to multi-task is flexible and customer service oriented.

  1. Ability to interact with supervisors, peers, co-workers, and the public under varying conditions.

  1. Familiar with terminology of police and court verbiage. Staying up to date with new laws and State and Supreme Court rules and requirements

  1. Comprehensive knowledge of court procedures, including collection of fines, posting and return of bonds, maintenance of records, and preparation of court dockets.

  1. Excellent interpersonal skills, including the ability to handle difficult situations. Prior supervisory experience in performing employee review and evaluations is preferred.

  1. Ability to maintain complex records and files, prepare reports, and respond to inquiries from such records.

  1. Ability to operate computer terminal and other office equipment. Proficient in "Show Me Courts" software, MS Word, Windows 10 and Excel.

  1. Answers and responds effectively to inquiries whether on the phone or in person. Works effectively with co-workers, peers, the general public and supervisory personnel.

  1. Takes appropriate messages and gathers all necessary information so that requests and inquiries can be handled by the appropriate individual.



EXPERIENCE, EDUCATION AND TRAINING:


  1. Successful completion of training and necessary certifications in the use of REJIS, MULES, and NCIC systems, IMDS system and online payment system programs.

  1. Must have or obtain certification as a Court Administrator through the University of Missouri or other program recognized by the Missouri Association of Court Administrators (MACA).

  1. Prior experience in general office work.

  1. Proficient with contemporary computer office programs.

  1. High School Diploma or GED.

  1. Certification required as Court Administrator (CCA) certified by Missouri, Columbia or another comparable institution.

PHYSICAL REQUIREMENTS:


Performs extended sitting, some bending, squatting, walking, kneeling and reaching ground level to six (6) feet in height and perform all required office duties.
