Lead Maintenance Worker - Street

JOB TITLE: Lead Street Maintenance Worker – Sign Shop JOB LEVEL: FULL TIME


JOB STATUS: Non Exempt SALARY RANGE: 5


DEPARTMENT: Public Services – Street Division


REPORTS TO: Street Supervisor


DESCRIPTION DATE: September 2016


PRIMARY PURPOSE: Perform manual work in the fabrication, assembly, installation and repair of road, highway, traffic/information signs and pavement markings. Operate stenciling machinery, computers and associated equipment in the preparation of signage and pavement markings. Operates various light equipment in the transportation and placement of signage. Assist in daily Street Division maintenance work and be available for emergency call-outs including snow removal operations.


SUPERVISION: Under direction of Street Supervisor


DESCRIPTION OF WORK:


  1. ESSENTIAL FUNCTIONS

  1. Operates computer and related software to prepare signage layout.

  1. Operates small paint stripper, cutter and stenciling machinery to prepare letters for making highway regulatory and informational signs; prepares letters, symbols and shields used in the fabrication of signs.

  1. Prepares sign surfaces and removes rough surfaces from new sign blanks.

  1. Erects road signs, repairs damaged road signs. Makes repairs and delivers barricades.

  1. Access, reviews and updates inventory of traffic control devices.

  1. Assists in performing inventory of purchased signs, signage materials, paint supplies and participates in ordering materials and supplies.

  1. Investigates complaints regarding existing signage, pavement markings and other division related concerns.

  1. Reads and interprets engineering drawings and other construction drawings to determine the required materials for installation of signs and pavement markings.

  1. Plans and directs the layout and application of traffic control pavement markings.

  1. Operates a variety of hand held equipment held equipment and machinery in the installation of signage and pavement markings, i.e. power saw, sander, grinder, sockets, drill, pole saw, chainsaw, ratchet, paint sprayer.

  1. Ensures proper equipment, tools, and material are available to effectively and safely complete work assignments.

  1. Drives and operates Street Division equipment including hi-lift, backhoe, roller (steel and pneumatic), asphalt paving machine, skid loader, asphalt curb machines, tandem truck, dump trucks, salt spreaders, snow plows, pickup trucks, street sweeper, trucks with trailers, riding lawn mowers, and other vehicles and equipment.

  1. Works overtime in emergency situations.

  1. Removes snow, ice, dead animals and debris from properties, streets and sidewalks.

  1. Performs routine maintenance and safety check on assigned vehicles and equipment before daily use.

  1. Washes and cleans equipment, vehicles and properties including the use of power washers.

  1. Maintain a valid Missouri Commercial Driver's License.

  1. Wears and uses all safety devices required by City Policy.

  1. Provides and performs traffic control at work sites.

  1. Reports any violations or infractions of Public Services or City policy to supervisor immediately.

  1. Reports any unsafe work practices to supervisor immediately.



KNOWLEDGE AND ABILITIES REQUIRED


  1. KNOWLEDGE

  1. Ability to interpret and understand a variety of instructions in written, oral or diagram form.

  1. Ability to use measuring tools and perform detailed mathematical calculations.

  1. Knowledge or the Manual of Uniform Traffic Control Devices (MUTCD).

  1. Knowledge and ability to produce traffic control signage and pavement markings in conformity with the MUTCD.

  1. Knowledge and ability to determine, layout and install traffic pavement markings in conformity with the MUTCD.

  1. ABILITIES

  1. Ability to read and interpret various documents such as safety rules, operations and maintenance instructions, procedure manuals and related documentation.

  1. Ability to establish and maintain effective working relationships and communications with other employees and the public.

  1. Ability to work independently to carry out assignments to completion.

  1. Ability to perform duties with a professional and cooperative work ethic.

  1. Ability to maintain a valid Missouri Commercial Driver's License to operate trucks and equipment on streets, highways, and at construction sites.



C. EXPERIENCE, EDUCATION, AND TRAINING


  1. Three years' experience in the operation and maintenance of traffic control devices.

  1. High School Diploma or GED



  1. PHYSICAL REQUIREMENTS

  1. Climb into and safely operate all city trucks and large construction equipment.

  1. Climb ladders, lift, bend, reach, kneel and squat.

  1. Enter, exit, climb onto and operate vehicles, trucks and equipment.

  1. Stand for a period of up to four hours.

  1. Push a weight of 40 pounds.

  1. Pull a weight of 70 pounds.

  1. Grip, hold, carry, and lift objects up to 65 pounds and carry 40 feet and set down at waist level frequently.

  1. Grip and lift 60 pounds from floor to waist occasionally.

  1. Work and operate vehicles, trucks, and equipment in extreme hot and cold weather including during hours of darkness.

  1. Drive and operate trucks and equipment including sitting for a period of up to six hours



  1. LICENSING / CERTIFICATION

A valid Missouri Class B Commercial Driver's License with air brake endorsement, Class A preferred.


  1. MISCELLANEOUS REQUIREMENTS

Individual required to work a 40 hour four or five day workweek. Must be available to work overtime, including evenings, nights, holidays and weekends.


WORKING CONDITIONS


Indoor and outdoor working environment. Outdoors includes subject to hazards from working in an environment of extreme weather conditions. Subject to hazards from working around large moving equipment. Exposed to hot material, hazardous material, dust and other allergens from rock, dirt, leaves, construction materials, debris, dead animals and grass. Handles hot and hazardous materials. Exposure to constant and extreme noise.
