GIS Technician

PRIMARY PURPOSE:

Maintain the City of Kirkwood's Geographic Information Systems programs using ESRI products to create, modify and analyze spatial and attribute data. Develop high-quality and innovative cartographic products and report documents. Coordinate GIS system with all City users and other Public Agencies. Establish benchmarks and verify data in field with a Global Positioning System. Assist in the development and implementation of GIS websites.



DESCRIPTION OF WORK:


  1. Using GIS technologies develop, convert and manipulate data for the implementation and development of GIS systems.
  2. Evaluate and edit data layers (graphics and attributes) using ESRI software.
  3. Enter data and prepare reports and correspondence on MS Word, Excel and Access.
  4. Locate field points for GIS system with a Global Positioning System.
  5. Train City employees in use of GIS systems.
  6. Compile and maintain geographic and tabular data.

SKILL, KNOWLEDGE, AND ABILITIES:


  1. Experience with the following software/languages:

  1. GIS Software such as ArcGIS, ArcInfo, ArcView, MS Office Suite.

  1. Development Environment such as HTML, JavaScript, CSS, XML, ASP and Java.
  2. Experience with developing web-based applications and websites with any of the following: C#, .NET, MVC, Flex or Silverlight.

  1. Fundamental drafting techniques.

  1. Understands and has working knowledge of Global Positioning Systems.

  1. Follow oral and written instructions: deal effectively and courteously with associates, property owners, and the public.

  1. Modern office practices and procedures: accurate grammar, spelling, punctuation, and standard English usage.

  1. Effectively communicate verbally and in writing: read and understand written information.

  1. Perform basic mathematical calculations.

  1. Maintain daily records and GIS files.

  1. Enter data and operate complex computer programs.

  1. Exercise initiative and judgment in planning and organizing own work, complete assignments and handle routine work problems.

  1. Perform a multitude of tasks at same time with numerous disruptions.



MINUMUM EDUCATION AND EXPERIENCE REQUIREMENTS:


  1. Two-years GIS experience or formal training.
  2. Two years ArcGIS and ArcView experience.
  3. Familiarity with Global Positioning Systems.
  4. Valid Missouri motor vehicle operator's license.
  5. One year related experience in a municipal or governmental environment.

PHYSICAL REQUIREMENTS:


Perform bending, squatting, kneeling, walking, reaching from ground level to six feet in height; must be able to hold and grip objects; must be able to move around natural ground to obtain field data. Must be able to sit at desk long periods of time, and perform standard office duties. Must be able to enter data, view monitor and type at keyboard for long periods of time.



WORKING CONDITIONS:


Individual to work 40 hours per week Monday through Friday (8 a.m. to 5 p.m.).

Individual may be required to start earlier than 8 a.m., work some holidays, and work evenings. Primarily indoor office environment. Occasional outdoor working environment includes exposure to a variety of weather conditions and subject to unleveled and uneven walking surfaces.
