Fire Captain

PRIMARY PURPOSE:


Performs a variety of administrative, supervisory, and technical work in the supervision and administration of fire suppression, emergency aid, hazardous materials, and fire prevention activities.


SUPERVISION:


Under direct supervision of the assigned shift Battalion Chief/Shift Commander.


SUPERVISION EXERCISED:


Supervises the positions of Fire Engineer, Firefighter and Firefighter/Paramedic.



DESCRIPTION OF WORK: ESSENTIAL JOB FUNCTIONS


  1. Supervises and educates fire engineers, paramedics and firefighters.

  1. Determines methods of fire suppression.

  1. Supervises laying of hose lines, directing of water streams, pressures of streams, placing of ladders, ventilation of buildings, rescuing of persons, and placing of salvage covers and other fire ground tactical objectives as necessary.

  1. Supervises maintenance of departmental equipment, supplies, and facilities.

  1. Instructs and drills firefighters in watch duties, use of tools, rising of ladders, and rescue and salvage of work, etc.

  1. Monitors and observes departmental activities to ensure that conduct and performance conform to department standards.

  1. Carries out duties in conformance with Federal, State, County and City laws and ordinances.

  1. Responds to alarms received and directs routes to be taken.

  1. May supervise work of other fire captains pending arrival of a superior officer.

  1. Supervises through other officers the laying of hose lines, placing of ladders, direction of water streams, ventilation of buildings, rescuing persons, placement of salvage covers and tactical objectives as necessary.

  1. Responds to multiple alarm fires as appropriate; assumes command in the absence of superior officers.

  1. Participates in departmental in-service training activities.

  1. Prepares a variety of reports and records including personnel records and requisitions.

  1. Performs the duties of subordinate personnel as needed.

  1. Attends conferences and meetings to keep abreast of current trends in the field.

  1. Represents the City Fire/EMS departments in a variety of local, county, state, and other meetings as directed.

  1. Coordinates activities with supervisors of other City departments and exchanges information with officers in other fire departments as appropriate.

  1. Maintains contact with general public, department officers and other City officials in the performance of fire department activities.


B. SKILLS, KNOWLEDGE, AND ABILITIES:


  1. Extensive knowledge of modern fire suppression, fire prevention and emergency medical services principles, procedures, techniques, and equipment.

  1. Extensive knowledge of first aid and basic life support techniques and their application.
  2. Considerable knowledge of applicable laws, ordinances, departmental standard operating procedures and regulations.
  3. Skill in the operation of listed tools and equipment.
  4. Ability to train and supervise subordinate personnel.
  5. Ability to communicate effectively orally and in writing.
  6. Ability to exercise under stress sound judgment in evaluating situations and in making decisions.

  1. Ability to effectively give and receive verbal and written instructions.
  2. Ability to establish and maintain effective working relationships with other employees, supervisors and the public.

  1. Ability to meet the special requirements listed below.

C. SPECIAL REQUIREMENTS:


  1. Must be twenty-one (21) years of age or older at time of employment.

  1. Must possess or be able to obtain by time of hire, a valid driver's license without record of suspension or revocation in any state.

  1. No felony convictions or disqualifying criminal histories within the past seven years.

  1. Must be able to read and write the English language.

  1. Have a strong moral character.


  1. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  1. High school diploma or GED equivalent.

  1. 5 years of experience with the Kirkwood Fire Department

  1. Missouri State Certified Fire Officer I

  1. Missouri State Certified Fire Instructor I (Current)


E. EQUIPMENT USED TO PERFORM THE JOB:


  1. Emergency medical aid unit, fire apparatus, fire pumps, hoses, and other standard firefighting equipment, ladders, first aid equipment, radio, pager, personal computer, and phone.

  1. Work is performed primarily in office, vehicle and outdoor settings, in all weather conditions, including temperature extremes, during day and night shifts. Individual is exposed to hearing alarms and hazards associated with fighting fire and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oils, and low or no visibility situations.

  1. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasional exposed to et and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibrations.

  1. The noise level in the work environment is usually quiet in office settings, and loud at an emergency scene.
