Finance Director

PRIMARY PURPOSE:


This position is responsible for planning, directing, controlling and coordinating the work of the finance department. This position is the chief financial officer of the City and serves as the Comptroller, Treasurer, Collector, and Budget Director. Provides leadership to optimize the City's financial performance and strategic position.


SUPERVISION:


Supervises assigned operations to achieve goals within available financial resources, plans and organizes workloads and staff assignments, trains and motivates and evaluates assigned staff, reviews progress and directs changes as needed.


DESCRIPTION OF WORK: ESSENTIAL JOB FUNCTIONS


  1. Supervises accounting functions, including the recording of income, expenditures, assets, and liabilities; reviews and approves all invoices and charges for expenditures of all funds; executes checks and fund transfers.

  1. Ensures that disbursements are properly recorded and distributed to various departments; insures that income received by the City is properly recorded and deposited; ensures that assets and depreciation schedules for Electric, Water, and Sanitation departments are properly maintained.

  1. Oversees all accounting procedures performed for the General Fund and fifteen miscellaneous funds including two pension funds; designs and reviews all monthly, quarterly, and annual financial reports; reviews and produces journal entries.

  1. Prepares financial forecasts and advises CAO on current and projected fiscal condition of the City.

  1. Analyzes and monitors the cash flow requirements to ensure adequate funds are available to meet the daily needs of the City.

  1. Supervises the collection and distribution of taxes; prepares annual property tax reconciliation; recommends property tax rates to the CAO.

  1. Supervises the issuance of the City payroll; reviews all payroll tab runs; reviews all payroll tab runs; reviews and approves all payroll related reports, including tax reports; determines that payroll is within appropriations; reviews wages paid and signs payroll checks.

  1. Oversees the utility billing collection activity; ensures that payments for services are properly charged and collected.

  1. Designs all forms for the annual budget; assembles draft budget for the Finance Committee, Chief Administrative Officer, and the City Council. Assists Finance Committee in reviewing budget and recommending a budget to the City Council; assembles and produces the final budget document.

  1. Develops, implements, reviews and modifies internal control procedures to ensure reasonable assurance the financial operations of the City are reported free of material misstatements and assets, including staff, are protected from errors, omissions, theft and fraud.

  1. Assists in annual audit and develops various schedules appearing in Annual Financial Report; reviews audit before it is completed.

  1. Ensures all idle funds of the city are invested in a safe, secure investment vehicle in accordance with investment policy. Obtains bids for depository and investment of all available cash; develops plans for the financing of major equipment acquisitions and other long-term debt.

  1. Prepares materials to support bond issues.

  1. Supervises, reviews, and controls the issuance of all licenses and the collection of all fines.

  1. Services all of the City's debt ensuring principal and interest payments are budgeted, paid on due date and booked into the financial system. Works with fiancé advisor and trustees to ensure debt indentures rules and regulations are followed.



MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:


  1. Bachelor's degree in accounting, business, finance, or a related field; several years of experience in finance; excellent mathematical skills; leadership skills; management experience; integrity; honesty; understanding of data privacy standards; exceptional communication skills, both written and verbal; thorough understanding of business principles and practices; superior attention to detail; organizational skills; planning skills; problem-solving skills; research skills; analytical skills; critical thinking skills; computer skills; multi-tasking skills. (CPA or CPFO) preferred.
