Assistant City Engineer

PRIMARY PURPOSE:


Primary reviewer for single family residential site plans, storm water BMP plans, and storm water master planning and inspection of City owned Culverts. Provide construction management, contract administration, and inspection for public improvements. Plans, designs, oversees design, and provide estimates for public projects. Provides engineering support to Public Services and other City departments.


SUPERVISION:


Under direct supervision of the City Engineer.


DESCRIPTION OF WORK:


  1. Performs construction management for contracted public works projects including, but not limited to, securing contract agreements, insuring contract compliance, approving contract invoicing, coordinate contract activities with other agencies, expediting reimbursement due the City under grant agreements.

  1. Accumulates field data to design various public works projects. Prepares preliminary design, cost estimates, and contract documents.

  1. Ascertains proper approval from Federal, State, County, and local officials necessary to construct public projects.

  1. Interprets construction plans, construction methods, contract documents, Federal, State, County, and local regulations.

  1. Maintains current and accurate files on contracted public works projects.

  1. Provide other City departments technical information on issues concerning construction maintenance projects within their budgets.

  1. Initiates new methods and technologies, which are cost effective and improve City operations.

  1. Understands and interprets City codes and ordinances to resolve citizen inquiries and complaints. Prepare court complaints and testify in court as necessary.

  1. Provides the general public, contractors, and developer's assistance on requirements for public and private improvements within the public right-of-way.

  1. Insures commercial, subdivision, and residential developments are constructed in accordance with approved site plans and manage performance guarantees for such improvements.

  1. Provides easement documents, property data, subdivision information, tax plat data, sewer locations, and right-of-way information to the general public.

  1. Evaluates the condition of existing public improvements to forecast needed repairs or to eliminate potential problems.

  1. Supervises the revision of City maps, records, drawings, files, and post office addresses.

  1. Ensures that engineering staff is properly trained to facilitate the distribution of accurate and reliable information.

  1. Drives City vehicles to various locations.

  1. Operates office machines, such as computers, copiers, fax, binding machine, etc.

  1. Operates surveying equipment, as needed.

  1. Confers with architects, engineers, contractors, and public relative to public works projects.

  1. Performs other duties and prepares reports as directed by the City Engineer.

  1. Promotes and displays exceptional professional and customer service standards.

  1. Administers and implements the City's infill development stormwater ordinance for single family residential site plans.

  1. Reviews and approves site plans for new single-family construction and assures that site plan meets all City codes.

  1. Coordinates the City's NPDES Phase II Storm Water Program with M.S.D. and Missouri D.N.R.

SKILLS, KNOWLEDGE, AND ABILITIES:


  1. Comprehensive knowledge of engineering principles related to street, road, and bridge construction, storm water drainage, water distribution and surveying.

  1. Knowledge of Federal, State, County, and City laws affecting public works, buildings, streets, and road construction.

  1. Knowledge of MoDOT, AASHTO and/or Federal construction policies, standards and specifications is desirable.

  1. Ability to read and interpret right-of-way and construction plans.

  1. Knowledge of AutoCAD and G.I.S. systems.

  1. Ability to enter and inspect construction projects and determines if specifications have been achieved.

  1. Develops specifications, contract documents, engineering drawings, and cost estimates for public improvement projects.

  1. Communicates effectively, verbally and in writing, with City officials, contractors, and the general public.

  1. Ability to multitask and execute responsibilities effectively with minimal guidance and management

EXPERIENCE, EDUCATION, AND TRAINING:


  1. Bachelor of Science in Civil Engineering or related field.

  1. Five years of engineering experience, preferably municipal.

PHYSICAL REQUIREMENTS:


Perform bending, squatting, kneeling, walking, climbing (stairs and ladders); must be able to lift, carry, push, and pull objects weighing up to 60 pounds; must be able to hold and grip objects; may be required to stand for long periods of time; must be able to move about construction sites to perform inspections.



LICENSING/CERTIFICATION:


  1. A valid Missouri Drivers License.

  1. Engineer-in-Training required, Professional Engineering license desirable.


MISCELLANEOUS REQUIREMENTS:


Individual to work 40 hours a week between Mondays through Friday (8 a.m. to 5 p.m.). Individual must be available to work flexible hours and evenings and weekends and be available on call for emergencies.



WORKING CONDITIONS:


Both indoor office environment and outdoors working environment. Outdoor working environment includes exposure to a variety of extreme weather conditions and subject to unleveled and uneven working surfaces (construction sites). Exposure to health hazards associated with construction activities, i.e., asbestos, dust, fumes, extreme noise, and odors.
